So... if those funding the violence are working to destabilize the US government, wouldn't they be committing an act of war? Especially if they are foreigners or aligned with US adversaries.
The "paid protestors" would actually be foreign mercenaries and/or traitors.
Could the US military then treat this action as an attack on the US homeland and be able to conduct operations on US soil?
