Weather modification is called atmospheric aerosol spraying, cloud seeding and there is also ionospheric heating by RF (high powered focused radio frequency).
But of course, if you say "chemtrails", it's a "conspiracy theory" but if you look up any of the terms, I provided you with above, you will find scientific peer reviewed papers, funded programs, white papers and government funded research that would take you years to read through.
