I'm suddenly reminded of part of the plot of "Sum of All Fears" where a rogue Russian general ordered a bombing and despite US intelligence showing that to be likely but the Russian president at the time goes on TV and announces that he ordered it. At the climax it's revealed that he did so as he cannot be seen publically as not being entirely in control of his own military.

Robert Hanssen, American Federal Bureau of Investigation (FBI) agent who spied for Soviet and Russian intelligence services against the United States from 1979 to 2001. His espionage was described by the U.S. Department of Justice as "possibly the worst intelligence disaster in U.S. history". Aside from how long he spied for, when you read thru what he what he gave up, and how corrupt the FBI already was, it doesn’t make sense to call it the worst espionage disaster in American history.
Why? What did he give up exactly?
Well, one of the things he allegedly disclosed was a secret tunnel under the Russian Embassy that the FBI was building from 1977 until 2001. It reportedly cost over $100+ Million in black budget money to build, so they could eavesdrop on muh Russians. It was called Operation Monopoly
Anyway, they gave this guy 15 life sentences in the Supermax prison and wanted to give him the death penalty. For some clasified docs and and a compromised tunnel? When you compare his sentence for what he did against other convicted spies, it’s kinda insane. Aldrich Ames literally got a shit ton of CIA assets killed and they just put him in a regular Federal prison in Indiana.
What I’m trying to get at, is I think Hanssen was passing confidential blackmail footage the FBI had possession of on certain people/politicians and was selling it to the Russians and it embarrassed and scared the shit out of DC. Then they psyop’d the fuck out the American public to make him look like the Benedict Arnold + Hitler in the media and even made a movie about him just a few years later.
Like the insane sentence that Blago got for trying to sell Obama's soon-to-be-vacated senate seat, actual murderers get less jail time. They were trying to make an example out of him for not going along with who Obama wanted the seat appointed to and go figure that current governor Prickster was the very guy who was trying to buy the seat from Blago.
