I'm beyond convinced the hammer is martial law. Martial law and military tribunals are the only possible way (and after everything we've seen, I'm not even sure they can guarantee success). There's simply no other way to be rid of this much corruption within 3.5 (or even 7.5 assuming President Trump gets another term) years.
