Given that it happens at 11.59 that suggests an artifact of the clock itself and maybe a "disk switch" (new file for a new period starting at 12) type situation, so the sequence spans two video files played in sequence, with a skip.
But that doesn’t explain the change in aspect ratio, does it? Commenter iLLNESS corrected me, said it wasn’t an angle change but a change in aspect ratio.
True, you would expect them to be same, so they must have had some intervention. A deliberate wink maybe (we all know things are being hidden).
