The only thing I can imagine that would explain all this or could makes sense right now is that the Trump/DOJ/FBI team has uncovered some really nasty stuff and know it involves public people, beloved celebrities, politicians, justices, judges, world leaders, etc., which might jeopardize foreign relations or Congress members votes.
They are weighing whether utilizing 'pressure on' or asking for 'cooperation from' these compromised individuals in lieu of unmasking them is allowing them to finally get things done, which will result in the greater benefit for the country.
I remember Q saying to take note of who 'steps down/retires/chooses not to run again' are those that have been compromised and are being allowed to exit rather than having them be arrested and publicly humiliated.
