Promised a trillion. Got 9 Billion. How much was the deficit again? How about the budget increase from last year.

This is a pittance. A very small victory that doesn't deserve the accolades, but I guess confirmation bias myself into believing this is a good thing.

Pro: its cuts off one financing lever used by the deep state who are both parties.
