That used to be the case, hanging, drawing and quartering was a great public show in London. The poor criminal was driven through the streets stopping at every whorehouse and pub that was there and treated to free whores and drink, until he got to Tyburn where pain began
No sense rewarding the criminal before his/her just outcome.
