Seems they are updating/improving the other property. Probably has something to do with the underground tunnel system. Either way your thinking is odd. Powell gets the funding from the USA tax payers. He needs to do a better job explaining why he needs so much money when we have bridges falling down, roads filled with potholes and a lack of housing,
