'in order for this is document to be accepted by the Fed gov, it has to meet these requirements' which all revolves around verification of identity. The only change made was in 2020 to allow states to issue digital real IDs because some states were/are working to issue digital IDs.
Now, in the future, could you springboard more? Yes. But anything they springboard will have to be implemented by the states, just like real id was, and just like a normal state DL is.
Why couldn't they just pass a federal law that outlined the required documents to get a state ID / DL? I hope you're right though
