Absolutely common sense. Every office buiding, every Corporation, issues encoded name tags! Why? Because you must prove you are part of the company to receive the benefits of working there. Only the employees are so entitled. This is as common practice everywhere.
Ever buy a car and get insurance? To be in this exclusive "insured group" you have to first prove you have a vehicle to insure. Otherwise, you have no reason to even be there. Same with the courts. Great job Judge! If they aren't citizens they are in the wrong court. ICE was established to handle all such matters.
