Fire everyone.

SCOTUS recently said Trump can fire everyone. Therefore Tulsi can fire everyone.

The only thing a gov't employee fears more than having to do actual work, is being eliminated and having to compete in the real world job market against people who spent decades developing actual skills & experience.

The threat of elimination, carried out on a few examples with utter ruthlessness, should knock the rest in line enough to get some work done.
