It looks like it would allow a non-parent/guardian to give authorization for things like abortions and sex-change treatment.

I think it's related to kids whose parents have been deported, allowing somebody like a brother, sister or cousin to authorize care when the parents aren't around (or maybe are too scared of ICE to come to the hospital). The laws on who can sign and see kids' medical records are screwy enough as it is, interfering with care more often than not.
I think it's an anti-ICE thing more than a sex change thing. Stupid either way.
