I have seen this video... I'm sure many here have. It does look like it could be Hillary and Huma... but it was filmed on a potato camera of such bad quality that you can't confirm its them no matter what. The screams are garbled with the audio, but its basically how this lady describes. You can find it as I did many years ago on TOR (is that still the "dark web"?) - it is greatly disturbing regardless. I had found it well before discovering Q and this entire movement but it was definitely a motivating factor for me that landed me here.
