Remember, when he testified he acted like someone who had no idea what he was doing, after so much taxpayer money the Democrats spent on this hoax.

Yes. Mueller was supposed to be in charge, but he was showing "signs " of mental problems even then. I think he was just being used by democrats. He probably didn't do any of the work in the investigation. Just wanted it to seem legit.
