This article is a repost from Politico.Eu from today's date on a no name site I've never heard of.

Anyone out there in banking, please tell me is establishing an IBAN number usually done at the Fed (Wire desk)? Does this mean the Vatican is/was acting as a central bank? Those numbers should be established and agreed upon by all banks to prevent spoofing.
