Cloudflare is a content distribution network proxy - it can appear to be in many locations at once, even with the same IP address.
It caches static content from servers behind it and distributed it to CF's many datacenters to speed up page load times, and also take the hit of a DDoS attack so that it wouldn't hit the site's actual servers.
GAW is also behind Cloudflare proxies, it works well, and is a good practice to use it rather than just connecting a server to the internet in many cases.
They also offer DNS and some other services for free or pretty cheap at low scales.
