I highly doubt this is a real quote. "Liberals" as a pejorative classification didn't exist in the 50s.

Edit: It was a quote said about a specific man, George Marshall. "if Marshall were merely stupid, the laws of probability would dictate that part of his decisions would serve this country's interest"
