I highly doubt this is a real quote. "Liberals" as a pejorative classification didn't exist in the 50s.

I don't think it's part of "current federal law" that a prospective citizen must know the language. I certainly wouldn't amend our constitution to add the requirement. I haven't given it much thought, but on first blush I WOULD support a change of law to require it.
A gold-backed reserve currency like BRICS and a CBDC are not mutually exclusive. The CBDC aspect allows for "programming", regardless of how tight/loose the central bank's hands are tied due to the "gold-backed" aspect of the currency.
