When you copy your enemy - you’ve already lost and Gavin is a loser on a grand scale. I’d be willing to bet that he was never elected. He knows he wasnt elected by the people of California. You can tell because he is always punishing them, he takes great pride in making them even more miserable. Yet there are many in CA that still believe he “loves Californians”.
