In this context, Israel (Jacob) is a person, not a place. The house of Israel, refers to Jacob's bloodline and descendants. Israelites are descendants of Jacob are in no way synonymous with Israeli people.
You need to start at the first verse of Ezek.36. It IS talking about the LAND and not a person.
Eze 36:6 Prophesy therefore concerning the LAND of Israel, and say unto the mountains, and to the hills, to the rivers, and to the valleys, Thus saith the Lord GOD; Behold, I have spoken in my jealousy and in my fury, because ye have borne the shame of the heathen:
Eze 36:24 For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land.
