They can cheat without mail in ballots. I firmly believe they have been voting for people that don't show up to vote, for years. Even with clean voter rolls, they will find a way to have historic turnout and win elections. All they have to do is vote for people who don't show up. Real, live, eligible voters that simply don't show up.
