We still need intelligent people, AI isn't there yet. At least by allowing them in and knowing specifically who they are by limiting the number, it's easier to tell who may be committing espionage, and by being here it's more likely they will wind up benefitting the USA if they go into research firms, major innovations require unique brains, and getting unique brains is just a matter of numbers right now.
I don't think think the Chinese in general are innovative, nor do they have unique brains. What they do have is a genius for copying, and exploiting other's innovations.
Critical think more, I'd recommend looking up brain drain, and brain gain, and consider how this could benefit us, and affect China culturally in a way that we may consider positive.
