From a portion of the Talmud, a part from the Mishnah. Nidddah 5:4 is pretty clear on what jewish men are allowed to do.

The Talmud books are full of legal hypotheticals and ancient debates, not all of which are meant as final law.

Would you mind translating that for someone that is white and slow? It sounds like if a child menstruates then it's fair game as far as the jewish text is concerned but I may be misreading it.
Did you miss this part at the beginning? It clearly says if a girl is three or older a man can have sexual intercourse with her.

This is referring to an uncle marrying a three year old “widow” (his niece), as if we can call the trafficking of a child “marriage”.
