Does it matter who the CTO is if there is a military officer effectively sitting on the board, making sure every decision benefits the US?

Keep in mind these officers are subject to the UCMJ. If they do not act in our best interest the can be severely punished in a military court.

My first thought when reading that they had been sworn in as Army officers - Good, now they can be court-martialed if they commit acts of treason.
