I understand if you reward that behavior you will just see more of it, however, I think direct giving to the needy is way more effective than giving to organized 501(c)3's. Every time I go through a drive thru and am asked if I want to 'round up for education' or some other thing, I let the person on the other end of the speaker know that I just paid my property tax which dwarfs anything they are probably getting by 'rounding up' thirty cents or so on your meal. And in my community, a ridiculously high percentage of my prop tax goes to schools, i.e., 'education'. I also then dwell on how much Goodwill CEO and other top execs are getting at these charities, and I cannot enjoy my food. No wonder 70% of our pop (US) is overweight in this country. Stress/cortisol overload. Rant over.

The people working there are likely required to ask that, the working stiff you're lecturing just wants to serve you and get to the next customer.
I'm sure you're correct, its not the clerk's idea.
