Diodorus Siculus was an historian who lived about 50-100 years before Christ. He documented that the Galatians (Galatae) were Germanic people with "yellow" hair. Some of them mixed with Greeks, and it is these Galatae to whom Paul of Tarsus wrote his epistle.
He was telling them that it doesn't matter if you are a Roman citizen or not, and goes on to also say in 3:28 that it doesn't matter if you are free or a slave, or male or female.
