Yes I agree- but I'm not sure I completely get it as a means to coerce the target. I believe these are the kind of people who would do evil things regardless of some Sword of Damocles hanging over them. Plus the full public disclosure aspect of those at the top who have done the very worst... the SRA stuff... I really hope it happens but not sure how it will play out in reality.
