Bear in mind that all the crusades were primered with staff workers and when it was time for the alter call, the staff workers would be the first to get up out of their seats and "go forward".
In that way it resembles baptist churches.
Baptist churches don't believe God is sovereign in the saving department because of free will.

I don't recall Billy expressing his thoughts on the rapture which is a John Darby dispensational thing.
