Korean culture includes a certain dimension where fly-by-the-seat-of-your-pants is seen as an often sought expedient. Cutting corners, a certain amount of underhanded corruption. Korean culture has many excellent values, but skirting regulations in order to make the money flow is a well-tried tradition. I'm not surprised that only 30 workers (if true) had legitimate visa permissions. It happens.
And (if true) this WILL cause a significant shakeup at home. Koreans are by nature ambitious (not necessarily in a bad way). I'll be keen to see the fallout this incident has. I'm confident we'll see a good bunch of resignations, etc.
