Unpopular opinion I’m sure but this is not a signal. Theres zero logic or reasoning for a signal. The shooter already knows his target, doesn’t need to be told. The guy looks to have a tight shirt at least around arms. If you ever experienced that, the shirt gets caught and pulls , so he lifts sleeve up, and adjusts the sleeve. He also had a natural reaction. Good to keep eyes on swivel but not everyone is the bogey man or an accomplish. Rest in peace Charlie. Thanks for spreading the gospel, you did your part rest brother.
