They were tracking him as he climbed up onto the roof, an hour before the murder?? And they figured that he was up there for what, to sell Girl Scout cookies????

WTF. These incidents always stink when the FBI is watching.

That is not what that means, it means they found footage after the shooting, that tracks the guy's movements about an hour before the shooting.
