Its why in the ten commandments it says "thou shalt not murder" rather than "thou shalt not kill".
That said, I have no idea what she means. if she' saying the guy who killed (murdered) Charlie Kirk is not mentally ill, and that somehow its a justifiable action, then she's the one who is mentally, and morally, ill. Just saying.
