Ben Shapiro was doing college tours before Charlie Kirk was even known. I don’t see how him going back to doing that, even before Charlie died, is a bad thing or him “taking over.” He even spoke at a college campus as recently as last year. I think he was clarifying that he would eventually still speak at colleges because the day before (9/10) he cancelled a college speech, and then in the direct aftermath of the tragedy said that “…speaking outside at colleges, is over…”
