I'm afraid the Chinese have probably already done that. Rather than making a virus that will kill certain people, wouldn't it be easier to make a virus that would kill EVERYONE EXCEPT those with certain genetic markers, especially when that genetic marker is likely VERY distinct among people on Earth?
