Then I hear that his...partner... is the one who tipped the fbi off about him, and these texts say he's surrendering through a sheriff friend. If he was surrendering why was he initially uncooperative? I feel like if you're surrendering willingly then you'd be cooperative with what follows. Am I wrong?

There could be a radical group who may choose to target more people.
