If you look at this from the 45-47 lens, ie that it was always a military op

Then it really is funny leaving an autopen around so that people could just incriminate themselves by using it........how could they resist

Its like the boss going out of town but leaving a bunch of signed checks for the rogue employees to use for "emergenices"
