how exactly is this good news?

the people applying for them are the same scam call center street shitters ripping off hundreds of thousands daily from americans and senior citizens then cheating on exams for certifications to get their h1b and funding everything with the money they scammed

they have entire telegram channels and communities dedicated to sharing exam questions and answers so they can cheat this system
