I think POTUS' strategy here is two-fold. 1. Drone the bad guys and 2. he has the intel (MI) to know what they are up to. He's telling them that we know where you are, and we will destroy you. He's also doing what he's done all along - given them every possible chance to stop doing the bad stuff and when you don't, you're getting droned.
