What's the penalty? Is it a ticket? Who is going to arrest an ICE officer for wearing a mask? Anyone who tries to arrest an ICE officer during while he is engaging in carrying out his duties would be guilty of interfering with an ICE officer and subject to arrest.... A federal crime.
