I performed a dig on "Tin Eye" on this ages ago and IIRC, the following was the low-down.

The kuru infested sea-hag's banner predated the Q drop that uses it and it's account seems to rotate a number of stock banners with this being one in the rotation. It appeared on a number of different dates and required no gravitational lensing. (Not that there is anything wrong with that.)
