At least both of the major Olympic boycotts of the 1980s backfired. President Carter expected Great Britain and Australia to be among the nations boycotting, but they attended as did a small US delegation. But that only consisted of members of the LAOOC who were there to learn from the Moscow Olympic Committee. The LAOOC respected the boycott and left right before the Opening Ceremony. That caused problems at the Closing Ceremony as one of the required elements is that the next host country fly their flag. A good solution was found in the LAOOC flying the LA City Flag at the ceremony.
As for the 1984 Soviet boycott, it backfired due to attendance by Romania at those games, but the LAOOC and IOC were able to get 140 nations to attend including several African nations who were there for the first time.

I remember when Carter forced that boycott on us. No one agreed with it then, the athletes were crushed about it, and I still think it's stupid. We might as well stop having Olympics if it becomes "I don't like (whoever) so we're boycotting the Olympics". No banning countries either. It's all a ridiculous grandstanding ploy.
And why did the US Olympic Committee listen to President Carter? They should have said, "Hell No! We are going to Moscow."
