Correct. Article IV, Section 4 prohibits it in the states, but it is not enforced (corrupt judiciary, including SCOTUS). It also prohibits Communism, Democracy, and Corporate (current) forms of gov't in the states. Strictly enforced anyone promoting Democracy gets executed for prima facie treason or convicted of Seditious Conspiracy 18USC2384. Republic exclusively is permitted within the sovereign states.
