I heard the order for the 30k guillotines were in that "We have to pass it to see what's in it" bill. Do you happen to know the section or have a link?

I think that bill with the Pelosi quote was the COVID relief one under Trump, which he tore through with red pen before passing it. The Obama guillotines story has been around much longer IIRC...
