Transnistria has Soviet weapons depots, and Soviet energy infrastructure. It is the doorway for Russian gas, going into Southern Europe.
Plus, there's a Russian-speaking population, who happen to still run that infrastructure, who have been marginalized by the Moldovan politicians (sidebar below). Of course, Moldovans themselves are disliked by Romanians, and Romanians are universally disliked for gypsy-bashing reasons. So the area is a curious fractal of universal dislike.
Sidebar: I have been noticing this pattern in the oil-industry: countries make a deal with an oil-company to develop their resources. Oil company sets up infrastructure and offices. That works for a couple decades. Wealth spreads. Then, politicians get this equity idea: All those bwanas driving around in company cars, must be replaces with locals. They insist on it. I am speaking from experience: My brother spent the better of two decades attempting to train a long train of local people to do the engineering job that the did - all of them gave up, and not through trying. In the end, the politicians in the country he was in, threw him out with two weeks notice, because they were sick of waiting. (Oh and he was fluent in their language by this time - so they lost the only conduit. Smacks forehead)
