After the two hurricanes (plus the third skirting us) we dealt with last year I am not so sure about it even in urban environments. We had a fuel shortage in Florida, and one would think an electric car would come in clutch due to the fuel shortage. Problem is wide spread flooding meant you could not drive any vehicle including an electric vehicle. A normal vehicle going through floodwaters would be stuck and wasted in no time. A big loss but an electric vehicle through floodwaters becomes a fire hazard that is hard to put out and reach for the fire department.
Also many charging stations can not be used due to flooding situation.
Third, the sensitive electronics become messed up due to high winds. Even happened to my vehicles computer mother board and that runs on fuel....
