I don’t think that technology is necessarily an inhibiting factor, I think people will always have a weakness in their armor. They do not suspect, resistance is never fully futile, there will always be the Julius Caesar getting stabbed in the back by people closest to them. It is the sinful state of man, even the evil killed the evil. The horrors of totalitarianism have always existed, and their control has always been great. Efficiency does rise with technology, though, so it can spread faster.
