Nearly all the violent crime takes place in very concentrated areas by very few people. Stop and frisk in those areas, treating everyone like a potential criminal worked wonders. The problem was when they expanded that training to all police forces nationwide and they started treating everyone like that. Now they went the other way and went too soft.
