If you want to solve crime in the ghetto, you need to provide something for idle hands to do.

And told everybody that in the future, they would make a living in the “information economy”
Give kids access to shop classes, maker spaces, etc.
Bring back manufacturing
thats the only long-term way to boot-strap a local economy is to export some tangible goods, and bring outside money into your local economy
If you just inject welfare into the ghetto, it will get spent on necessities, and when that money is spent, it leaves the local economy,
