I think that the military posting these obscure messages about lack of appropriations and limited updates IS the communications blackout/rigging for red.
Q actually said in post 2615 that: "Reports of 'power grid' attacks (6 mo prep) should be disregarded. While attacks do occur, we are safeguarded by a 'Black Eye'."
I take that to mean that the entire communications grid for basic things like email/text is not going to go down either.
Remember the entire point of this is to minimize damage as much as possible.
All the public platforms the military uses to communicate are going silent.
That IS the communications blackout.
That IS rigging for red - what submarines do when they want to move silently and remain undetected.
I've always thought the Q posts were the dominos this AI knew needed to be tipped over to topple the Cabal/Syndicate. By posting what, where, and when it did, it set things in motion that couldn't be stopped. Like Dr. Strange in Infinity Wars looking through every possible future outcome.
